As has been pointed out before, a site can only be taken down by an ISP if a crime has been committed, the bill has not been paid, or a court orders them to do so. None of these circumstances apply. Sites can be referred for classification to the Australian Communications and Media Authority if they contain certain types of material (which this site does not contain). If Mr O'Neill wants to complain, he can do so at http://www.aba.gov.au/internet/complaints/complaints.htm, but he should read the bit about how "The ABA will not investigate a complaint about something a person disagrees with or simply does not like, if it is not otherwise prohibited content. Such complaints should be directed to the authors of the content" and he should apply for Australian residency before he complains.
